Have an insured with no pay out but has had two minor dog bites this...

Have an insured with no pay out but has had two minor dog bites this last year. Two different dogs. Anyone know of a carrier that will write this? They have put dogs in classes and they passed. Have a chain link fence to keep the dogs and willing to do more if needed to keep the dogs. In Wisconsin if that helps.
