I have a Worker's Compensation Policy for a Concrete Contractor with no employees (ghost policy) that is getting dropped from Clearspring. He's had a ghost policy with them for three years. He needs Work Comp in California to keep his contractor's license. Who will do a policy with no employees in California? I know State Fund will do it, but I'm looking for other options. Thanks.
