Got a client in TX that needs a livery policy. Progressive, Lancer...

Got a client in TX that needs a livery policy. Progressive, Lancer and BHHC is a no go. He has 2 claims on loss runs from 2024 and 2025. Any ideas where else I can submit risk? All reactions:
