Anyone know where I can get a quote for a certificate only (ghost) WC...

Anyone know where I can get a quote for a certificate only (ghost) WC policy in GA for a plumber? I typically only handle NY and PA. Customer is a family member. I tried calling an agent local to them who said they’d charge him $25 per certificate. I can appreciate they need to make money but that’s not happening.
