Liquor liability for bar with paid claim, non-renewed

Who will write liquor liability for a bar that had a paid claim and was non renewed by their carrier? Non renewed by Conifer. Loss runs show the claim is still open so that closes most other surplus markets. Tried RT Specialty and Amwins who says the premium indication is at least $10,000. Claim was that a customer was overserved and killed another customer outside of the bar.

With an open claim, we often have to be thankful for anything we can get and $10K sounds like a good deal for this year.

$10k sounds really low to me... especially with an open death claim, am I missing something? I just, yesterday, closed a brewery for $50k in AP. I don't say that to try and brag, but they have no claim history so I'm genuinely curious. Yes, yes varies by state, sales, etc.
