GA - Basketball Trainer Gym Workers Comp - All 1099

I wrote a basketball trainer and the gym he leases last year. The owner of the gym wants him to have workers comp and all the folks running it are 1099. To my knowledge no one will write wc where everyone is subbed out. He isn't a GC. Any suggestions because I have nothing even if he turns them to W2's. In GA by the way.
